Baylis Street, Wagga Wagga

A developer’s dream

Baylis Street, Wagga Wagga, is a site that many would call a ‘developer’s dream’. Sitting in a prime position in town, with frontages to Baylis Street and the Sturt Highway, this flat block was once a service station.

The service station hadn’t been operational for a few years, and over time the building and the site had become run down, so when initial discussions were held with the local council, they were very supportive of the developer’s idea to build a motel with retail and commercial spaces.

The town planning consultants at Town Planning & Access undertook a thorough assessment of the site from an urban planning perspective, in line with the local council development requirements.

The site has three road frontages, one of them being a state highway, and because it was once a petrol station and we expected it would require some toxicity reports and potential remediation, we called in the services of Town Planning & Access to manage that entire side of the project so all council requirements were ticked off.

The Town Planning & Access team called in specialist environmental reporting experts and liaised with the NSW Roads and Maritime Authority with regard to traffic management and other considerations related to the highway and the two other road frontages. Access for car parking, enabling traffic to flow seamlessly around the site while ensuring cars and pedestrians can enter and exit the site safely, were major considerations.

There are also easements that had to be taken into consideration. Easements are parcels of land owned by one party who gives ‘right of use’ to another party for a distinct purpose. These easements affected where the building could be situated on the block.

The council has since approved plans for the development, which includes ground floor retail and commercial spaces, and a five-storey motel above, with a function centre. A construction certificate has also been issued and work is due to begin shortly.

This will be an eye-catching building that’s visible from the highway, and so we’re excited to see it finished. It’s also going to create a few jobs in the rural town, so it’s something we’re proud of. And having the Town Planning & Access team on board to assist with the town planning and Development Application process made things easier – it meant we could focus on creating a good functional design, knowing that all the planning considerations were taken care of.
